No. In non-custodial mode, you control the keys to your Bitcoin. Blink cannot freeze or move those funds on your behalf.
Spark also supports a unilateral exit path to Bitcoin Layer 1, so you are not dependent on Blink to move your Bitcoin out of the non-custodial wallet.
